In the article the process of formation of a system of regional public organizations in the 1920s has been considered for the first time in the recent homeland historiography on the basis of wide variety of sources. The particular attention is paid to the analysis of interaction between state and public organizations in the Buryat-Mongolian ASSR, as a result of which the impact of institutions of state power on public organizations in the republic has been determined.
