Authority and responsibility in the social crisis conditions

Recognizing the important role of crises in the development, the society must protect people from their negative consequences and reduce the risks in the transition period. The brunt of this problem lies is on the political authority the main functions of which are to ensure the sustainable development and security, as well as management of the society and its spheres. The author believes that the most important characteristic of the responsible public authorities should be its accountability to its society.
