The power of soviets in the Central Black Earth region on the eve of the «great break»

The article analyzes the state of local councils on the territory of the Central Black Earth Region. The election campaign in the 1928-1929 shows the population's attitude towards the Soviets, the relationship between the authorities of local Councils and the bodies of the Communist Party, the role of the OGPU in the regulation of political processes, the presence of opposition sentiments on the eve of the «great turn» in the life of the Soviet Union.
