The Arctic is the most vulnerable region for black carbon emissions, which further affects the inhabitants of the Arctic territories of the Russian Federation, which include the following regions: Murmansk, Nenets, Yamalo-Nenets, Chukotka Autonomous Okrugs and the northern municipalities of Arkhangelsk, Komi Republic, Krasnoyarsk Territory, The Republic of Sakha (Yakutia). And the population of Russia in these subjects is approximately equal to 2.5 million people.
