Impact of digitalization on changes in understanding the human rights system

The paper addresses the issues concerning transformation of the human rights system understanding in the digital age. The study was conducted using the methods of legal modeling and forecasting. It is noted that in the scientific community and the field of public administration, there is probably no complete understanding of the impact of digital transformations on changes in human rights mechanisms and the appropriateness of application. The paper dwells on the questions of the decreasing and increasing influence of digitalization on human rights. Changes in the understanding of civil rights are modeled. It is concluded that it is necessary to comprehensively consider objective scientific knowledge in legal forecasting, as well as to implement measures to adapt human rights systems to digital realities to enjoy their advantages, and levelling their negative impact.
