Influence of SEZ activities on socio-economic indicators of the regions of the Russian Federation (on the example of the Republic of Tatarstan)

The article discusses systems for assessing the effectiveness of special economic zones, both in the Russian Federation and abroad. Special economic zones are centers of acceleration of the economy, offering tax and customs benefits to their residents, which reduces contributions to the budget. The use of such an instrument of regional policy is directly related to the complexity and ambiguity of methods for assessing the economic functioning and impact on the region’s economy. To verify the need to change the existing system for assessing the SEZ activities, the works of both domestic and foreign scientists were studied. The study revealed the need to take into account the factors that make it possible to assess the impact of the SEZ on the economic well-being of the population. To test this hypothesis, a model of economic growth was built based on the extended model of R. Solow using the Cobb-Douglas production function with the inclusion of additional factors that reflect the socio-economic situation of the constituent entities of the Russian Federation. As a result of modeling, it was not possible to identify the factors of the production function of Cobb-Douglas associated with the activities of special economic zones in the Republic of Tatarstan, however, it was possible to identify a positive influence of the dynamics of the development of special economic zones on the general level of well-being of the population in the Republic of Tatarstan.
