Impact of the demographic situation in rural areas on the human capital reproduction in the agricultural sector of the economy

The demographic situation in rural territories of the Russian Federation is considered. This situation affects the quantitative and qualitative indicators of the reproduction of human capital in agricultural sector of the economy. Despite the annual decline in the share of people employed in agricultural sector of the economy, about 20% of the employed rural population is in agriculture, forestry, hunting, fishing industry and fish farming, which indicates a significant contribution of agricultural sector to the development of rural economy. At the same time, there is a shortage of highly qualified personnel in agricultural sector. Taking into account tendencies of changes in natural movement and migrational growth of rural population and municipal-territorial transformation of rural territories, we used analytical smoothing method on the basis of polynomial function to make forecast of changes in the share of rural population for 2030 and to define possible negative consequences for expanded reproduction of human capital in agrarian sector of economy. Possible negative consequences for the expanded reproduction of human capital were identified in agricultural sector of economy. It was stated that if the present tendencies of movement of rural population will be kept, its number will be reduced by more than 10% by 2030 and this can lead to narrowed reproduction of human capital in rural areas. In order to expand the reproduction of human capital in agricultural sector, additional measures are needed aimed at social and economic development of rural areas, including the development of an appropriate federal law that provides conditions for the reproduction of rural population and the retention of young specialists in agricultural sector.
