The creation of prospects for developing the form of the state structure of Russia requires the improvement of the mechanism for securing national-cultural interests in the political sphere as a way of organizing state administration. The main directions of state transformation should be formed in view of the traditional concepts of preserving federalism principles in a multinational state insuring against ethnocratic consequences and risks. At the same time, it is necessary to take into account the problems hindering the effective expression of citizens’ rights in the state political system. It is also necessary to take into account the experience of foreign countries’ legislation, which are also in search of optimal mechanisms for resolving national-cultural processes affecting the political sphere of human rights. A special condition for the development of modern Russia is the search for models for preserving the full range of national values, including the native language, as a constitutional guarantee ensuring national harmony and civil peace.
