The chemical industry provides a variety of economic and social benefits, and its development is a driver for achieving many of the country’s strategic goals. State financial stimulation of the chemical complex is currently an urgent and necessary direction of state financial policy in connection with the sanctions pressure exerted on the domestic industrial complex. The purpose of the article is to formulate proposals for a set of public administration measures that will ensure the effective functioning of the chemical industry of the Russian Federation in the conditions of prevailing external effects. Within the framework of the conducted research, it is proved that sanctions can act as drivers in the development of the chemical industry. The positioning of the Russian chemical industry in the world as one of the areas of implementation of state policy with high potential, on the one hand, allows, on the other hand, to assess this type of industry as dependent on the economic situation and changes in world raw materials markets and, therefore, in need of proper state financial incentives. Based on the results of the study, promising directions of state financial policy have been formulated, which make it possible to achieve an increase in the level of development of the chemical cluster in the Russian Federation.
