The influence of ecologically innovative production facilities to reduce negative impacts on the ecology of the region

Gross regional product (GRP) involves the use of environmental resource in each region of the Russian Federation. Using the environmental resource at one ruble of GRP reflects four indicators of environmental pollution intensity of GRP: water pollution, air pollution, change of area of forest, production and consumption waste. Further, the Russian Federation regions are grouped by environmental pollution intensity of GRP. The growth rate of environmental pollution intensity of GRP and negative impacts on the environment for the period 2011-2013 are observed in the regions with the presence of specially protected natural territories (SPNT), and may indicate a weak influence of the presence of SPNT in reducing the negative impact on the region’s ecology. Thus, the presence of protected areas in the region with significant restriction of economic activity does not always contribute to reducing the negative impact on the ecology of the region, and it is necessary to create eco-innovative manufacturing in the region. The article proposes to introduce government measures of incentive character and quotas for the use of environmental resource, as the conditions of occurrence of environmentally innovative production.
