Economic sanctions impact on industrial logistics in the Russian Federation

The purpose of the study is to form a conceptual model for developing a program for import substitution of foreign products, taking into account the formation of new logistics chains for the supply of raw materials and finished products. Research objectives: assessment of the state of the industrial and logistics complex of Russia; consideration of the strategy for its development, taking into account the reformatting of the extractive and processing industries, the proposal of a program for import substitution. The authors of the paper show that one of the modern concepts for the development of the industrial complex in the regions has become the concept of managing the industrial complex of the territory of advanced socio-economic development. The main differences of the new horizontal industrial policy are the emphasis on the formation of general institutional conditions for managing. The expected result is the development of the institutional environment and the resource potential of the industrial and logistics complex of the country and its regions, their balanced interaction with other systems of the micro, meso and macro levels. The result of the aggravated political contradictions was the sanctions, which led to a change in pricing policy in the Russian commodity market. The paper proposes the concept of developing a program for import substitution of foreign products. According to the authors, on the basis of reliable data on demand, the stage of formation of a rational consumption structure begins. The next stage of the program is a comprehensive assessment of the production capabilities of enterprises. The stage of development of production programs and projects for the creation of import-substituting products is considered, in which a significant role is given to marketing throughout the implementation of the import substitution program. According to the generalized conclusions, the unconditional factor affecting the competitiveness of import-substituting products is the choice of optimal distribution channels for products, delivery, taking into account the optimization of transport routes that help reduce transaction costs.
