The 1977 USSR constitution influence on indigenous peoples of the Krasnoyarsk region socio-economic development

The purpose of the paper is to analyze the significance of the 1977 USSR Constitution for the socio-economic sphere of life of the smaller peoples of the Krasnoyarsk Region. Using archival materials and available historical research, the author tries to recreate the significance of national politics as the main direct historical process in the formation of life strategies among the indigenous smaller population. The work uses a number of special scientific principles of historical science: objectivity, integrity, historicism, which allow us to consider historical processes in development and interconnection, carry out a deep analysis, and objectively evaluate facts. The method of analysis was used to identify issues related to the influence of the Constitution and legislative acts of the 1977-1980 on the development of the indigenous peoples of the Krasnoyarsk Region. The systematic approach was used to identify general and specific features of the influence of the economic and social situation in the country on the life of the indigenous peoples of the Krasnoyarsk Region. The statistical method was applied when working with quantitative data. Special historical and logical methods were also used. The historical-typological method made it possible to arrange objects and phenomena according to common characteristics. Also, this method was used to classify various aspects of the research object. The theoretical basis of the study was the normative legal acts of the USSR and the RSFSR of 1977-1980. The adoption of the new Constitution of 1977 necessitated the creation of a legislative framework aimed at organizing the economic activities of the indigenous peoples of the Krasnoyarsk Region. In fact, all decisions were of a declarative nature, but in practice they were not implemented. On the other hand, the Constitution outlined a clear position of the authorities on work with the autonomous okrugs for the coming decades. The government of the USSR and the RSFSR were aware of the problem of building a vertical of power on the ground; to meet this goal autonomy was introduced to solve socio-economic issues to make it possible for local councils to control enterprises and economic entities.
