The impact of customs and tariff regulation on the dynamics of Russian imports

The purpose of this work is to study the influence of customs and tariff regulation on the dynamics of imports. The article analyzes the levels of customs rates and customs payments transferred to the budget of the Russian Federation. The author comes to the conclusion that one of the main reasons for the increase in imports in 2019 was the reduction in import duty rates, due to the application of the Common Customs Tar ifa, which cost it about 10 % of total imports. This allowed other goods to enter the Russian market and compete with it, thereby increasing the total share of total imports.
