Management basics application in implementation process of significant for budget procurement

Quality management procurement plays a significant role in meeting the social needs of the population. The complexity, versatility and constant variability of the legislative framework governing the procurement process, leads to a number of irregularities and deviations allowed by customers in the implementation, including procurement for an amount equal to or greater than one billion rubles (budget-intensive). In order to properly build procurement activities, the process of organizing procurement with the introduction of the principles of quality management was considered. The entire procurement cycle is presented in the form of three main stages: procurement planning, procurement, conclusion and execution of the contract. Implementation of the developed process maps at each stage of budget-intensive contracts will allow customers to minimize violations and/or deviations, which in turn will lead to a proper procurement process and, as a consequence, the achievement of the procurement goal and improvement of the quality of life of citizens. The process map will allow customers to properly organize work and exercise proper control over the entire procurement cycle for an amount equal to or in excess of one billion rubles.
