Unscheduled inspections in the sphere of control and supervisory activities: features and problems of administrative legal regulation

The article examines the issue of legislative regulation of unscheduled inspections in the sphere of economic activity. The author touches upon the relevance of such inspections, assesses their essence and significance for the development of the financial market and analyses the legal provision of the rights of market participants subject to the necessary application of administrative controls. The correct exercise of powers by administrative regulator officials in the course of unscheduled activities is examined as well as the main reasons for exceeding them. The main conclusion of the study is that unscheduled activity is a rather complex mechanism of administrative response, the legal regulation of which is due to its high productivity. Meanwhile, a significant part of violations in the organization of such activities is due to the low level of legal literacy of officials in the use of their authority.
