Military-technical cooperation of Russia with foreign states: modern problems and development prospects

The article discusses the role of military-technical cooperation (MTC) of Russia with foreign countries in ensuring the national security of the country. The main goal of the MTC is the purchase and sale of military products. Such areas of cooperation as licensed production, joint development of weapons, export of educational services in the military sphere are considered. The article presents statistical material describing the dynamics of the state of the world arms market in terms of: world military expenditures, military exports / imports and world GDP in 2010–2017. The analysis of the current situation of military-technical cooperation of Russia with foreign partners is presented, the features of cooperation with a number of countries associated with the high capacity of the markets and specific principles of choosing partners are revealed. In recent years, the cooperation of the Russian Federation in the military sphere has had a positive trend. But many problems associated directly with the development and production of weapons, with the promotion of Russian weapons at the world markets, the artificial difficulty of financial transactions, barriers in logistics, and the enforcement of intellectual property rights remain. The article suggests measures for strengthening cooperation in the military-technical sphere and presents forecasts of Russia’s military export for 2019–2020. in two versions using the least squares method.
