Voivode governance in Perm the Great in the XVIIth century

This article treats the order of functioning of the voivode authority in Perm Krai during the period from the end of the XVIth till the XVIIth centuries, defines common organizational principles of voivode governance in the Russian state and Prikamye, generally characterizes the system of voivode's titles appointed in Prikamye, describes the character of voivode's authority. Voivode's work assumed close cooperation with the bodies of the secular self-government. Parallelism in local government manifested itself both through the absence of coordination and precise interaction between the voivodes and the world and through the existence of various officials. Voivodes were considered to be the representatives of the central authority, were directly subordinate the orders from Moscow and interacted with the representatives of the worlds mainly for solving the economic problems. At the end of the century all fiscal functions were withdrawn from the voivodes' area of responsibility to reduce the level of power abuse. The main attention is given to the functioning of the district voivode authority in Perm Prikamye in the XVIIth century. The administrative personnel and conditions of its functioning are characterized. The military, administrative policing roles of voivodes are defined and analyzed. The order of consideration of the judgment affairs in the voivode's office is determined. The voivode governance approved in Cherdyn in 1570s gradually spread over the territory of Perm Prikamye (Kungur) in the XVIIIth century, and the specific character of the voivode governance in the polyethnic Perm Prikamye was preserved. The reforms by Peter I marked the voivode authority extinction and the formation of a new industry governmental system in the beginning of the XVIIIth century.
