Questions of definition of the executive authority representation from the constituent territory of the Russian Federation to the Federation Council

The article considers a problem of legislative consolidation of the mechanism determining the representation to the Council of Federation of the Federal Assembly of the Russian Federation from the executive authority of the constituent territory of the Russian Federation. The author finds the contradictions in the regulations of the law “Concerning the Order of Formation of the Council of Federation of the Federal Assembly of the Russian Federation” in the Constitution of the Russian Federation. The author presents suggestions regarding alternation of the legal foundation of the constitutional regulation of the mechanism of the Federation Council formation.
