The issues of improving the activities of department GIMS EMERCOM of Russia for certification of skippers of prevention for the protection of constitutional rights and freedoms of citizen and man

Introduction: in the article on the example of investigative practice the questions of activity of divisions of GIMS of EMERCOM of Russia at certification of skippers on the right of management of small vessels are considered. Materials and methods: the normative basis of the study is formed by the Constitution of the Russian Federation, criminal and criminal procedural legislation, local normative acts regulating the activities of enterprises, institutions and organizations, Federal Executive authorities engaged in activities in the field of water transport, in connection with the performance of their official duties. The methodological basis of the study was the General dialectical method of scientific knowledge, which has a universal character, as well as methods of logical deduction, induction, cognitive methods and techniques of observation, comparison, analysis, generalization and description.
