The paper reviewed and examined some approaches and forms, and techniques once efficiently implemented in practice by the Nizhniy Novgorod local authorities for the purpose of attaining coherence between local governments and the citizens of Nizhniy Novgorod. The study has treated public opinion as a means for expressing some civic stands, and made an inference that public opinion being at present in the making, and local authorities are not in a position to accord a special priority (to civic stands) in decision-making on the community’ issues.
