Restoration of Stalingrad in 1943-1945: the problem of formation and distribution of labour resources

The restoration of Stalingrad concurrently with waging war against the Nazi invaders was a unique experience of restoration of a large industrial centre. The amount of destruction in the Battle of Stalingrad was enormous. The city lost over 85 percent of its population. The primary goals of the state, local, and military authorities’ combined efforts were to form and effectively distribute labour resources and to plan their work. We can distinguish two chronological stages in this process. At the first stage because of the lack of local reserves, State Defense Committee is attracted the decision to the problems of soldiers and officers of the Stalingrad group of Troops, prisoners of war and civilians were actively recruited. The main areas of application of their efforts were of preparatory work to create building sites for further event reconstruction of industry and infrastructure of the city. At the end of the first period, the Central government decided to attract workers for construction and rehabilitation works in Stalingrad from other regions of the USSR. Simultaneously qualified workforce was drawn from other regions of the USSR. In 1945 the restoration of the main industrial capacities and the basic public infrastructure of the city were completed. Stalingrad is once again becoming an industrial center of the southern Russia.
