The article shows the necessity of the stage of initiating a criminal case from the point of view of organizing the criminal process. The main reasons and grounds for initiating a criminal case are considered. The order of its excitation is given. The grounds for refusing to institute criminal proceedings and terminating the criminal prosecution are considered.
