The opportunities and prospects of operational leasing at Russian agro-industrial enterprises

The study on sources and forms of financing the agricultural enterprises is of particular relevance and practical significance today. It is determined by the place of the agro-industrial complex in the Russian economy which is aimed at addressing the issues of the country's social and economic development. The dynamic leasing market is considered as a promising form of financing for agribusiness enterprises. The advantages of leasing and the reasons for the market growth in the last two years are analyzed. Operational leasing is regarded as a possible form of financing the agrarian enterprises. The problems of the operational leasing market impeding its development are revealed. The focus is on the imperfect laws and regulations governing the operational leasing, the lack of this concept in a number of legal instruments. The procedures aimed at increasing the transparency of the operational leasing market are justified. Measures are proposed to develop an effective secondary market for machinery and equipment required for the reproduction of machines while using operational leasing. The paper analyzes the practices of a number of leasing companies introducing the information technologies to monitor the leasing constraints. It is necessary to achieve remarketing competence in order to develop the secondary market.
