Opportunities and threats the north-west of the local innovation system in economic development of Russia

Attention is focused on the formation of local innovation systems within the North-West macro-region in the Russian Federation, which formed a promising center of economic growth, where conditions for the formation of scientific and educational centers of world level. The definition of local and regional innovation systems, which are components of the national and innovation system, is given. Hypotheses are put forward that the local innovation system, as a more peculiar territory of the state, as a whole, has a different impact on business entities operating in the region included in the district, and the study of this impact is no less important than the impact of the national innovation system. The innovative potential of the North-Western local innovation system (NWFD) is considered. The principles of local innovation system development are formulated. The advantages that can increase the competitiveness of the North-Western Federal district and make closer not only cooperation between regional innovation systems that make up the local innovation system, but also at the national and international levels are shown. The present work is aimed at studying the North-West local innovation system, identifying its opportunities and threats to the implementation of strategic innovation projects and programs of the North-West local innovation system.
