Insurance intermediaries` remuneration in voluntary types of insurance

The objective of the article is to identify areas for improving the protection of the rights of consumers of insurance services in terms of regulating the amount of intermediaries’ remuneration based on the analysis of the dynamics of commission fees of intermediaries in voluntary types of insurance in the Russian Federation. The article analyzes the structure of distribution of remuneration of insurance intermediaries by types of intermediaries; the share of intermediaries’ remuneration in premiums by types of insurance and by types of intermediaries; the ratio of intermediaries’ remuneration and the amount of insurance payments by types of voluntary insurance for the period 2017-2023 based on the statistics of the Bank of Russia. It is concluded that various insurance intermediaries are in unequal competitive conditions due to the specifics of their activities. It is revealed that intermediaries’ remuneration is significantly higher in retail insurance industries serving individuals - in credit insurance, property insurance, accident and health insurance. Measures are proposed to limit the size of the share of insurance intermediaries’ remuneration, taking into account the form of the concluded contract in voluntary types of insurance aimed at individuals. Recommendations have been developed to improve the information provided to policyholders about the amount of the intermediary’s remuneration prior to concluding an insurance contract.
