In 1944, due to economic expediency, the representatives of the ethnic communities (Avar, Dargin and other people) were resettled in the “new districts of the Dagestan Autonomous Soviet Socialist Republic” (Vedensky, Nozhai-Yurtovsky, Sayasanovsky, Cheberloevsky, as well as Kurchaloevsky and Sharoevsky districts except for the northwestern part of these districts and the eastern part of the Gudermessky district). These districts were transferred to the republic after the special resettlement of the Chechens and the abolition of the Chechen-Ingush ASSR. The study described the return of the representatives of the ethnic communities (Avar, Dargin and other people) to the Dagestan ASSR. The study presented a large-scale reconstruction of the plain territory in the Dagestan Autonomous Soviet Socialist Republic, where public authorities created a Resettlement Land Fund for the construction of new settlements for displaced persons. The author considered the resolutions of the decision-making bodies, the methods and nature of their resettlement assistance activities, including administrative pressure on local power structures and the will of immigrants. The research provided the archival documents confirming that the creation of state farms, the construction of resettled settlements, the economic arrangement of settlers in the uninhabited lands were accompanied by the provision of massive state aid and resettlement benefits.
