The choice of priorities and targets for sustainable development of sectoral clusters

The paper reveals the role of certain types of economic activity in the development of sectoral clusters established by the predominant economic activity within the territory. The study shows the priority areas for state regulation of economic relations in the part of sustainable development of the mesoeconomics involving different activities grouped according to the territorial, sectoral or corporate principle. It emphasizes the features of territorial economic development that influence the design of a program for its sustainable economic growth. A set of rules for the structure of public administration system is developed at meso-level taking into account the territorial sectoral clusters, including ones established by the predominant economic activity. The development pattern for regional economy is proposed in the context of the predominant economic activity. The problem of the optimal choice of the most effective scenario for the sectoral cluster development is described. The model of the sectoral cluster development management is supplemented by specific functioning principles of social and economic systems at the meso-level of the national economy.
