The paper attempts to analyze the essential features of the modern electoral process. The author reveals the main trends in the development of the institution of elections. He also shows the harmfulness of perception of the electoral process exclusively as a single action for definition the number of votes at polling stations during the election campaigns. The paper stresses an urgent need to rethink the value base of elections as an integrated system of really free will of citizens.
