The interaction of municipal self-government bodies of Irkutsk province with public non-political organizations in the last third of the XIX century (part 2)

The paper analyzes the practice of interaction between the city self-government bodies and public non-political organizations in Irkutsk province in the last third of the XIX century. In the second part of the article, the author explores the position of public associations in relation to Irkutsk city self-government bodies. The position of public associations was characterized by a desire to cooperate with the City Duma and the unacceptability of the role of its auxiliary structure. The influence of the provincial administration on the interaction of city self-government bodies with public organizations is considered. The readiness of the Duma to resist the interference of administrative structures in this sphere of its activity is emphasized. Special attention is paid to the origin of the idea of consolidating the efforts of the Duma and public associations as a possible vector for their further interaction. An attempt to unite the charitable organizations of the city under the auspices of the charitable executive commission of the Duma is revealed. It is concluded that the activities of Irkutsk city self-government bodies contributed to the implementation of public initiatives in the field of solving important tasks for the city in the social sphere.
