The article deals with the dynamics of interaction between the Russian business class and the government in the 1990-s. The author considers the subject in the context of fragmentation and subsequent defragmentation of the state institutions in Russia. The special attention is paid to the substitution of the government by the quasi mafia-controlled associations in the late 20 th century and subsequent return of the control functions by the state on the Russian market.
