Interconnection of international law and national legislation in regulating the information flow in the conditions of digitalization

The paper describes the specifics of the circulation of information in the context of the transition of the economy to digitalization. The interrelation of national and international law in the field of regulation of information transfer, as well as data protection, is analyzed. The authors identify the relationship between public and private legal principles in the regulation of the information sphere. The assessment of individual international acts in the field of databases and information flow is given. The article examines the provisions of international acts that define the concept of “database”, and their comparative analysis is carried out with domestic legislation. An analysis of cloud storage and blockchain technology is given as examples of cross-border relationships in the circulation of information. The conclusions are drawn about a systematic approach to the regulation of the information sphere, which is based on the basic principles of international acts, with precise regulation at the level of national legal systems. The tendency towards the unification of the conceptual apparatus and the development of a unified approach to the protection of information at the international level is emphasized.
