The article expresses the relevance of research into the social capital of students within the framework of youth policy. The research methodology is based on the theoretical concepts of P. Bourdieu, R. Putnam and M. Granovetter. Social capital is divided into open and closed. R. Putnam defines the structure of social capital as a three-factor system: trust, norms of reciprocity and social networks. The authors consider the types of each factor of social capital - vertical, horizontal trust; generalized, balanced norms of reciprocity; open and closed social networks. The article also uses the work of M. Granovetter “The Power of Weak Ties” to show the types of connections and its role in the life of students. The goal of the study was to identify the influence of state youth policy on the formation of social capital of students. The study involved 3rd-4th year students of Perm State National Research University, Perm National Research Polytechnic University and Perm State Medical University. Data collection was carried out using a formal survey using a stratified sample. Data analysis was carried out in the SPSS statistical package. The analysis methods were: cluster analysis and the method of comparison of means.
