The loan policy of a district town (case study of Tyumen of the Tobolsk province in 1895-1913)

The article considers the value of loans as a source of socioeconomic sphere financing in a district West Siberian town of Tyumen. The author analyzes the scope of town loans and their objectives, dynamics, structure, and the service of the town's debt. It is found that in 1895-1899 the loan policy of the local government was limited, the town debt was of moderate scales, but already in 1900-1913 there was massive increase of town loans, followed by the tendency of accumulation of the town debt.
