The article focuses on the Law on the Suktul of the Yukaghir People adopted in the Republic of Sakha (Yakutia), a unique piece of legislation regulating local ethnic self-government in the territory of the Yukaghir settlement. The authors trace the history of the first edition of the law - from putting forward the idea and developing the content of the law to its adoption by the regional parliament, identify the reasons for the failure of its implementation and the need for a new edition to be adopted in 2005.
