Legislative basis of city police activities in the 19th cent

The modern concept of the law enforcement of the police activities in relation to citizenship in the Russian empire didn’t fully perform. Considering the basic legal regulations of the central government aimed at regulating the activities of the Metropolitan Police, the author describes the innovations introduced by them. The sources of the research were unpublished archival materials of State Archive of the Republic of Buryatia and published legislation Acts which generally constitute the regulatory framework of the police activities in Verkhneudinsk. The key documents discussed in the article allow us to determine the legal status of the police departments, their functions, personnel, structure, subordination, responsibility for their activities. The analysis of the functional responsibilities of the city police and commandant led the author to the conclusion that the total subordination of the police to the state interests, despite the fact that its maintenance was regarded to the account of the urban population.
