Legislative novelties on holding elections and referendums under the introduced martial law regime

The paper analyzes the procedure for holding elections and referendums provided for by the law of May 29, 2023 under the introduced martial law regime. The experience of some states that allowed the holding of elections and referendums in wartime is considered. The controversial aspects of the procedure for organizing and holding elections and referendums under martial law are being studied. It is concluded that it is necessary to maintain the ban on holding elections and referendums under martial law. To ensure the formation of state authorities and local self-government in the new regions of Russia, the President of the Russian Federation should have excluded the martial law regime in a number of regions of these constituent entities of the Russian Federation.
