The level of well-being and development of the rule of law largely depends on the quality of the existing system of legislative bases, regulatory legal acts that provide effective regulation of the organization, maintenance and development of municipal gas, electricity, and heat supply. In our country, to provide high-quality, affordable services for housing and communal energy, there is a fundamental basis for legal regulation, which is considered in this article.
