Anti-corruption legislation – issues and lacunas

The article reviews those sides of combating corruption which are not generally accepted to be spoken about. These phenomena of the Russian realties are generally unchallenged and taken for granted as legitimate notions. We speak about “the hidden protectionism”, a situation when a newly appointed to a senior position official employs the reliable and loyal subordinates and even friends and acquaintances from his old post. The author investigates this phenomenon from legal, ethical and moral points of view, speculate on the admissibility of the latter, moral and psychological climate in the collective, speaks his position and gives recommendations.
