Regularities of the URSEP human forces and equipment distribution involved in the emergencies effects elimination

The article is devoted to analytical research of the quantitative regularities of the United Russian system of the emergencies prevention (URSEP) human forces and equipment distribution that are involved in elimination of the consequences of the emergencies of the natural, technogenic, and biosocial character. In addition to the standard quantitative parameters - the human forces and equipment number, a derived index - the ratio of human forces to equipment that reflects the human forces number per unit of equipment is introduced. The regularities of these parameters temporal dynamics and also the quantitative features of their distribution both by the major classes of emergencies and by the Federal regions of the Russian Federation are identified.
