Replacing lease land for the construction of the right to development: prospects for improving the civil law

The author of the article analyzes the changes in the Civil Code of the Russian Federation, introduced a bill № 47538-6. In particular, the article deals with issues such as the period right to development, the procedure of registration of the right to development, as well as transitional rules for the existing lease agreement for construction purposes. It is presumed that since the entry of the new rules of the Civil Code instead of the lease entered into with the purpose of building for people – the land-owner will have to be agreed between the development rights or agreements on mining or utilities easements.
