This publication is the first part of the article that deals with the development (reforming) of civil defense. The factors that determine the new approaches to the civil defense development and also principles and directions of development of civil defense are described in this part of the article. The main proposed changes to the Federal law dated 12.02.1998 № 28-FZ "On civil defense" are considered.
