Currently, Russia, which is striving to integrate into the global economy in solving problems related to environmental protection and resource conservation, faces the task of building an effective system for handling municipal solid waste. The relevance of the topic is determined by the fact that the rapid depletion of natural resources necessitates a more complete use of municipal solid waste as a source of raw materials for sectors of the national economy. Generalization of materials from scientific articles, the use of structural and functional analysis methods, retrospective methods of comparative analysis of domestic practice and foreign experience, monitoring of regulatory documents showed that at present the Russian Federation is somewhat lagging behind the practice of advanced European countries on the way to creating a closed-loop economy in this area. However, targeted partial application of advanced foreign experience in the implementation of modern waste management infrastructure, advanced management strategies in this area will create the prerequisites for achieving significant success in a short period of time. This movement can be accelerated by the widespread involvement of the population in the separate collection of solid municipal waste based on the introduction of effective organizational and economic mechanisms to stimulate residents.
