Foreign experience in improving the structure of the economy of raw materials regions

When considering various approaches to the concept of a resource (raw material) region, the most complex concept is identified - «a region with a dominant natural resource sector (primarily a mineral resource complex) in the structure of their economy». Three groups of factors that affect regional socio-economic development are identified: market (based on the interpenetration of regional, national and world markets), competitive (based on increasing non-price competition), production (the transition from mass production to small-scale production, the change of vertical labor organization to horizontal, the birth of a system of participation of individuals in the production process). Two paradigms of regional policy (alignment of regions and increasing the competitiveness of regions) that have developed in world practice are characterized. Their goals, features, tools, and controls are structured. It is revealed that the policy of increasing the competitiveness of regions is focused on long-term development, implies a systematic approach, takes into account the specificity of regions, and provides a wide range of implementation tools, including the creation of a specific business environment...
