Foreign approach to cluster policy efficiency assessment

The article is devoted the complex analysis of foreign experience of cluster policy evaluation. The author considers the goals of assessment, types, actors, stages of implementation of evaluation activities. The basic indicators of the cluster programmes effectiveness and evaluation methods are presented. Priority directions of improvement of cluster policy efficiency assessment were defined. Practical value consists in possibility of application of the findings to develop an effective system of evaluation of Russian regional cluster programs.
