The protecting cultural heritage of the north smaller peoples in the context of the industrial development

The article is devoted to basic characteristics of the objects of the cultural heritage of the North smaller peoples. The author acknowledges that the protecting should be relied on the complex measures, including international law, Russian Federation legislative basis, standards of traditional law of the north communities and international business standards. The author undertakes the examination of the field ethnographic materials, collected in the various North, Siberian and the Far East regions of the Russian Federation. The author argues that the preservation of these objects, particularly sacred places, becomes topical in the context of the industrial development. She considers that it is necessary to include the official United Nations framework agreements in the Russian public and scientific discourse, namely «Guiding principles on Business and Human rights» implementing the United Nations «Protect, Respect and Remedy» Framework. Her analysis reveals that ethnological expert examination is key stage in the process of the harmonization of legislation in the protecting of the aboriginal communities and the status detection of the non-material objects of the cultural heritage. In addition the author examines the problems of the legal assistance of the cultural heritage based on the materials of Yamal-Nenets Autonomous Area and Khanty-Mansi Autonomous Area. Significantly, author's findings conclude that there is exigence in the researches based on interdisciplinary approach mobilized the complex of the legal and quasilegal standards.
