Built up land as a special type of legal relations

The article examines the legal basis of building land. Analyzed the relevant provisions of civil, town planning, environmental protection, land legislation of Russia. The conclusions about the relationship between the concepts «construction», «construction» and «reconstruction». Four groups of constitutive regulatory land development conditions, the breach of which the complex or at least one indicates illegal actions on the construction or renovation of the property of the object.
