Protected areas in the law of Serbia: Putting the protection, way of use and possibilities for development sustainable tourism

Protected areas are the natural values which receive a special protection because of their recognized natural, scientific, cultural and educational values as well as health and tourist- recreational significance. There are several kinds of protected areas, which vary by level of protection depending on the enabling laws of each country or the regulations of the international organizations involved. When the initiative for the declaration of protected areas is accepted, it is necessary to do a study of protection. The decision to declare the protection of natural resources in Serbia is made by the bodies that are at different levels of territorial organization of power depending on the categorization of the natural resource. The main goal of this paper is to define categories of protected areas, to define the procedure for natural resource protection, to detect differences in the procedures that exist depending on the category of the protected area; to define the application of environmental regulations and policies on the use and management of natural resources; the declaration and management of protected areas, as well as the definition, development and implementation of climate change mitigation and adaptation strategy and policies as well as to determine activities which may cause degradation of natural resources. This paper represents a synthesis of the theoretical research and the legislative definition of these theses and it will result in a critical analysis and confirmation (denial) of certain theses on the example of Titel hill, the natural resource in the southeastern part of Bačka, the unique loess plateau in Serbia.
