Agriculture is the basis of Russia’s food, environmental and national security, the engine of its economy. The importance of agriculture in the world is constantly increasing. Agriculture, food security are put on the same level as the country’s defense. The Strategy of scientific and technological development of our country specifies the following priorities: 1) the transition to a highly productive and environmentally friendly agro- and aquaculture; 2) the interaction of man and nature; 3) development of nature-friendly technologies; 4) climate and ecosystem management. To achieve these priorities in the management of agricultural land, a systematic approach is needed, because the object of control itself is an agroecoecosystem, where the Human and Nature interact. V.V. Dokuchaev and V.R. Williams developed his own system of agricultural land management, based on new principles of increasing not only their productivity, but also their sustainability. They proceeded from the fact that agricultural lands are elements of the agrolandscape, the agricultural system, a single whole of the living organism, which includes both arable land, meadows, forests, and water. All these elements of the agrolandscape are closely interrelated and affect each other. A single organism calls V.V. Dokuchaev, a steppe agrarian landscape, destroyed by man for many years as a result of irrational use and excessive loads. The productivity of agricultural lands is a derivative not only of arable soils, but of the entire natural-economic complex-agrolandscape. The priority forage production development is inextricably linked with the increase in the productivity and stability of agrolandscapes, agricultural lands, the fuller use of inexhaustible reproducible natural resources and the agriculture stable development. The most important task of our state is to ensure Russia’s food and environmental security. Preservation of the productive longevity of valuable agricultural lands and soil fertility is possible only if favorable conditions are created for the functioning of balanced, nature-like agroecosystems and agrolandscapes, soil formation and development of soil biota, and ensuring the vital activity of the main soil-forming agents, perennial grasses and microorganisms.
