Housing construction in the Ulyanovsk region in 1971-1975

The author analyzes the activities of local authorities in housing construction in the Ulyanovsk region during the Ninth Five-year plan (1971-1975). He claims that the creation of the necessary housing conditions was among the key directions of the Soviet state policy, and also notes that the peak of activity in housing construction was observed in the region during the period of the Ninth Five-Year Plan. He also pays attention to such aspects as the training and educating future leaders of construction teams by party bodies, the introduction of innovative experience in construction work, the introduction of new self-financing system, etc.
