Constitutionally enforceable right to housing should be provided by criminal and legal rules. The housing rights of the citizens may act as a primary or alternate direction of the object of fraud. In the art.159 of Criminal Code it is necessary to make additions involving a violation of housing rights of citizens as a qualified sigh.
